Why Did My Fred Loya Insurance Go Up?

Fred Loya is an agency brand. Loya Insurance Company files most of the group's Texas auto rates. What its filings with Texas regulators show since 2022.

Fred Loya Insurance is the name on the storefronts and the ads, but it is an agency brand, not the company that files rates. In Texas, the group insurer with the most auto rate filings in the Texas Department of Insurance (TDI) records is Loya Insurance Company, a sister company of the Fred Loya agency within the same holding company group 5 2. Its filings show a run of increases from 2022 through mid-2025, including two filings of 24.0% and 16.6% in June 2022, followed by a string of decreases that started in late 2025 2.

The most recent one is a 10.3% decrease that TDI says Loya Insurance Company filed, affecting about 39,000 policyholders 1. Each percentage is an average for the company's existing policyholders. If your own Fred Loya renewal still went up, the cause may be the specific company and program on your policy, or a change in your own driving record, vehicle, address or coverage. This page lays out what the records show. We are not affiliated with the insurers named.

What Fred Loya Insurance actually is

The clearest official description of the structure is in a California Department of Insurance examination report on Loya Casualty Insurance Company, the group's California insurer. Its organizational chart shows a Texas partnership, EP Loya Group, LP, owning Loya Insurance Company (Texas) and two companies named Fred Loya Insurance Agency, Inc. (one in Texas, one in New Mexico), among others. Loya Casualty Insurance Company, Vision Insurance Company and Young America Insurance Company are shown as subsidiaries of Loya Insurance Company 5.

The same report says the examination was coordinated with Texas as lead state and covered the other Texas-domiciled insurers in the holding company group: Loya Insurance Company, Vision Insurance Company and Young America Insurance Company 5. For California, it says Loya Casualty's products are "produced solely by" Fred Loya Insurance Agency, Inc. through captive agency offices 5. In other words, in California the agency sells the policy and a separate insurance company in the same group issues it.

An Illinois Department of Insurance examination adds the Texas history. It says Loya Insurance Company was formed in 2001 as a Texas-domiciled reinsurance company and, during 2006, began operating as a direct writer of automobile policies in Texas produced by affiliated agencies 6. Fred Loya's own site says the business started with a single storefront in El Paso in 1974 and has grown to more than 12 states and 800 offices 7.

What this means for you: the rate that applies to your policy is the one filed by the insurer named on your declarations page. The records we found tie most of the Texas filing activity to Loya Insurance Company, but they do not say which Fred Loya customers are placed with which group insurer, so check your own paperwork.

How Texas rate filings work for Loya

Texas does not set auto rates. TDI says it "doesn't set insurance rates or premiums," and that companies can use new rates the same day they send them to TDI or choose a later effective date 4. TDI then reviews the filing against state law.

TDI publishes each filing with a percent change, which it calls "the estimated impact that the rate change has on existing policyholders," and notes the impact can vary from one policyholder to another 3. A pending filing is still under review; a closed filing means TDI is done with its review 3. Every closed Loya filing listed below carries the closed type "Reviewed" in TDI's data 2. That is TDI's wording; it is not the same as a prior approval.

A few things stand out. Loya Insurance Company files separate rate changes for separate products or programs, so two filings on the same day, such as the 24.0% and 16.6% filings in June 2022, apply to different books of business and should not be added together 2. The July 2024 filing for 16.9% is still listed as pending in TDI's data, more than two years after its listed effective dates 2; the record does not explain why. And from October 2025 on, every nonzero change listed is a decrease 2.

TDI's October 8, 2026 release named the latest of these filings: Loya Insurance Company filed a 10.3% rate decrease, impacting 39,000 policyholders 1. Insurance Journal reported the same figures the next day 10.

Other group insurers file their own rates

Vision Insurance Company and Young America Insurance Company, the other Texas insurers in the group, have their own filings, and they do not always move with Loya Insurance Company's:

  • Vision Insurance Company filed increases of 10.4% in June 2023, 10.0% in July 2024, 12.6% in August 2024 and 3.2% in July 2025, followed by three decreases, the largest a 17.6% decrease received April 10, 2026 and listed as closed 8.
  • Young America Insurance Company filed a 19.8% increase on its Texas private passenger auto product, received September 23, 2026, with a renewal effective date of November 1, 2026. TDI's data lists it as pending 9.

If your declarations page names one of these companies rather than Loya Insurance Company, its filings are the ones that apply to you. A pending filing can still change during review.

Why the group's costs rose

The Texas filing records give percentages but not reasons. The most detailed official explanation we found is the California examination of the affiliate Loya Casualty Insurance Company, so treat it as describing that company, not the Texas insurers. It reports net underwriting losses in 2021 and 2022 and says the company saw an adverse trend in the frequency and severity of attorney-represented bodily injury claims, along with costlier property damage claims tied to inflation at body shops, in auto parts and in the cash value of used cars 5. It reports that the company filed for a rate revision in June 2023 to help address its losses, which was still pending when the report was written 5.

Loya Insurance Company's largest Texas increases were filed in 2022 and 2023 2, but the Texas data we used does not state the reasons for those filings, so we do not assume them.

Why your own Fred Loya bill may still have gone up

A company-wide decrease and a higher renewal can both be true. Common reasons:

  • A different company or program. Loya Insurance Company files several programs, including monthly and semi-annual products listed in TDI's data 2, and the group has other insurers with their own filings 8 9.
  • Your record changed. A new accident, claim or ticket can raise the price at renewal.
  • Your vehicle or drivers changed. Adding a car or a driver, or switching to a car that costs more to repair, can raise the bill.
  • You moved. Rates are set by area, so a new ZIP code can change the price.
  • Coverage or discounts changed. Higher limits, added physical damage coverage or a lost discount all raise the premium.
  • Timing. A decrease reaches each policy only at its next renewal on or after the effective date.

What to do next

  1. Find the insurer's name on your declarations page. That tells you whose filings apply.
  2. Compare the renewal with last term line by line. Our guide to reading a renewal notice shows where to look.
  3. Ask the Fred Loya office what changed on your policy: drivers, vehicles, coverages, discounts or the program.
  4. Look up the filing. TDI's rate filing search lists each company's filings 3. Our explainer on what a rate filing is covers how to read one, and the Texas page explains how Texas rates are set and where to get help.
  5. Compare quotes from several insurers. Prices for the same driver can differ widely. You can compare quotes here.
