Why Did My Liberty Mutual Insurance Go Up?
Liberty Mutual auto prices rose with double-digit increases from 2022 to 2024, including large California filings. What its results and 2026 state records show.
Liberty Mutual auto customers saw several years of large increases, starting in 2022, as the company raised prices to catch up with claim costs. Its personal auto renewal rate change rose from 2.9% in the fourth quarter of 2021 to 12.6% a year later, and in California two Liberty companies negotiated increases of 16.5% and 32.5% with the state in 2024 1 3 4. By the second quarter of 2026, reported auto renewal pricing had slowed to 0.5% 8.
If your Liberty Mutual bill went up recently, the cause may be something on your own policy, such as a claim, a ticket, a new car or driver, a move or a lost discount, as much as a company-wide increase. A published rate change is an average across a company's existing policyholders, not a forecast for any one renewal. Below is what Liberty Mutual has reported and what state regulators have published. We are not affiliated with the insurers named.
How Liberty Mutual got here: loss costs, then rate
Liberty Mutual reports its U.S. personal auto and home business inside a segment now called U.S. Retail Markets, which also includes small business insurance. Its executives have been open about why prices rose.
Discussing its results for the fourth quarter of 2022, a Liberty executive said 2022 "proved to be a very challenging year for U.S. personal lines insurers" and pointed to "inflation affecting loss costs" 1. The company reported that its personal auto renewal rate change had risen from 2.9% in the fourth quarter of 2021 to 12.6% in the fourth quarter of 2022, and described "substantial rate and tighter underwriting," particularly in its most profit-challenged markets 1. Its chief executive, Tim Sweeney, said its focus in U.S. personal lines "is on rate adequacy" 1.
The increases continued in 2023. Insurance Journal, citing S&P Global Market Intelligence's RateWatch data, reported that Liberty Mutual was among the large auto insurers "increasing rates at or above 16%" that year 2. In the first quarter of 2024, rates in Liberty's retail markets segment were up 22% at renewal, the segment's combined ratio improved to 95.4 from 105.6 a year earlier, and Sweeney said rate actions continued to earn in 5. A combined ratio above 100 means a business paid more in claims and expenses than it earned in premium. Carrier Management reported the 22% for the segment without breaking out auto, so it may include home and small business policies 5.
California: two Liberty filings, two stipulated increases
California's Department of Insurance reviews auto rate applications, and its records show the size of Liberty's requests.
- Liberty Insurance Corporation. On July 20, 2023, it filed for a rate increase to its auto line with an overall rate impact of 29.1% 3. After the consumer group Consumer Watchdog intervened, the company, Consumer Watchdog and the department agreed in a settlement stipulation that an overall increase of 16.5%, effective December 10, 2024, complied with the applicable laws and regulations, with approval effective only once the Commissioner approved it in SERFF, the filing system 3.
- Liberty Mutual Fire Insurance Company. On January 12, 2024, it filed for a rate increase to its auto line with an overall rate impact of 41.9% 4. The stipulation settled on an overall increase of 32.5%, effective January 1, 2025 4. It also capped the change at a maximum of +65% for each private passenger auto policy, and said the cap would be removed at each policy's first renewal on the Safeco platform 4.
That cap matters for readers: the 32.5% was an average, and the stipulation itself allowed an individual policy's change to reach as much as +65%, about twice that figure 4.
Where Liberty Mutual auto prices are moving now
Company results. Liberty's 2025 results show a business that had shrunk while its margins improved. U.S. Retail Markets net written premium fell 6.4% in 2025, to $26,468 million from $28,279 million 6. Trade coverage of the results reported the segment's combined ratio at 82.2, and said executives cited "purposeful action" to reduce average written premium and a return to growth in personal lines policies by year-end 7. In the second quarter of 2026, segment net written premium fell 4.1% to $6.627 billion, "driven by lower average written premium per personal lines policy," and "auto renewal pricing slowed to 0.5% from 4.5% a year earlier," according to Insurance Business 8. The same report said auto retention recovered to 74% from 67.6% 8.
Georgia. On December 11, 2025, Georgia's insurance commissioner announced that the office had negotiated and approved rate filings of -5.7% for Liberty Mutual Personal Insurance Company, -5.1% for Safeco Insurance Company of Illinois and -4.9% for Safeco Insurance Company of Indiana 9. Insurance Journal reported these as auto rate reductions 10. Liberty Mutual acquired Safeco in 2008 and retired the Safeco brand effective April 25, 2026; former Safeco personal lines products are now sold under the Liberty Mutual name 12.
Oklahoma. Not every state is moving down. The Oklahoma Insurance Department's 2026 rate change report lists these Liberty Mutual filings 11:
| Company | SERFF tracking number | Overall rate impact | Requested effective (new / renewal) |
|---|---|---|---|
| Liberty Mutual Insurance Company | LBPM-134773691 | 0.000% 11 | 03/23/2026 / 03/23/2026 |
| Liberty Mutual Personal Insurance Company | LBPM-134773691 | 0.000% 11 | 03/23/2026 / 03/23/2026 |
| Liberty Mutual Insurance Company | LBPM-134980919 | 6.200% 11 | 07/01/2026 / 08/05/2026 |
| Liberty Mutual Personal Insurance Company | LBPM-134980919 | 4.300% 11 | 07/01/2026 / 08/05/2026 |
So Georgia approved average decreases for three Liberty companies in December 2025, while two Liberty companies filed average increases in Oklahoma in 2026 9 11. Which filing applies to you depends on your state and on the legal company named on your policy.
Why a Liberty Mutual renewal can still go up
Even where averages are flat or falling, an individual renewal can rise. Common reasons include:
- A claim or at-fault accident, which may add a surcharge or remove a safe-driving discount. See how tickets and accidents affect car insurance.
- A new car or driver, especially a teen driver. See adding a teen driver.
- A move to an area with more claims.
- A lost discount. Our guide on why discounts disappear at renewal covers the common cases.
- The end of a transition cap. As the California stipulation shows, an insurer may limit how much one renewal can change and then remove that limit at a later renewal 4.
- A state filing that applies to your company, like the Oklahoma increases above 11.
What to do about a higher Liberty Mutual renewal
- Compare the new declarations page with the old one. Check drivers, vehicles, coverages, deductibles and discounts. Our guide to reading a renewal notice shows what to look for.
- Ask Liberty Mutual or your agent which factors changed and whether any discount was removed.
- Find the legal company on your policy. Liberty Mutual sells through several companies, such as Liberty Mutual Personal Insurance Company or Liberty Insurance Corporation, and each files its own rates. Your state insurance department can tell you what that company filed. Our explainer on rate filings covers how to read one.
- Compare quotes from several insurers before the renewal date. You can compare quotes here.
- Contact your state insurance department with questions about how your policy was rated.
