Why Did My Kemper Insurance Go Up?

Kemper and Infinity auto prices rose with California increases of 26.1% and 34% in 2023 and a run of Texas filings. What the records show and what to check.

If your Kemper or Infinity car insurance went up, the records show large increases in 2022 and 2023 and smaller ones since: in California, Infinity Insurance Company, the state Department of Insurance and a consumer group agreed in a 2023 settlement that overall increases of 26.1% and 34% on two auto lines were supportable, and in Texas, Infinity County Mutual Insurance Company filed increases of up to 18.7% in 2022 and of 4.2% and 2.5% in March 2026 1 2. Kemper also reported that higher claim severity and frequency in California weighed on its personal auto results in the first half of 2026 9.

Each of those percentages is an average across a company's existing policyholders on that program, not a forecast for any one bill. If your own renewal rose, the cause may be the company and program on your policy, or a change in your driving record, vehicle, address or coverage. This page lays out what the records show. Kemper, Infinity and Kemper Auto

Infinity Property and Casualty Corporation was a separate company until July 2, 2018, when it became a wholly owned subsidiary of Kemper Corporation 6. Kemper now runs its auto business under the Kemper Auto brand in 22 states, and California, Florida and Texas made up 63%, 16% and 11% of that business's premiums in 2025 4. It describes its personal auto customers as drivers who have had difficulty getting standard or preferred insurance, usually because of their driving records, claims or payment history 4.

Several legal companies sit behind the brand. Kemper's list of subsidiaries includes Infinity Insurance Company, Infinity Auto Insurance Company and other Infinity companies, Infinity County Mutual Insurance Company in Texas (marked as an entity that may be deemed an affiliate), Alliance United Insurance Company in California, and American Access Casualty Company 5. Kemper bought American Access, which sold specialty auto insurance in Arizona, Illinois, Indiana, Nevada and Texas, on April 1, 2021 7. The company named on your declarations page is the one whose rates apply to you.

California: Infinity's 2023 settlement

California's Department of Insurance reviews auto rate applications before they take effect, and its records show the size of Infinity's request. On January 19, 2023, Infinity Insurance Company filed for rate increases with overall rate impacts of 26.1% for its Special auto line and 34% for its RSVP auto line 1. Consumer Watchdog petitioned for a hearing, and the company, Consumer Watchdog and the department then signed a settlement stipulation 1.

Company and programRequestedStipulatedEffective for policies
Infinity Insurance Company, Special26.1% 126.1% 1August 4, 2023
Infinity Insurance Company, RSVP34% 134% 1August 4, 2023

The stipulated figures equal the requested ones: the parties agreed that overall increases of 26.1% and 34% were "supportable" and would be implemented for policies effective August 4, 2023, in accordance with the stipulation, the updated application and the Commissioner's approval in SERFF, the filing system 1. The company also agreed that any new rate increase application for those two lines filed before August 4, 2024 would take effect no earlier than that date 1.

Texas: Infinity County Mutual's filings

Texas does not set auto rates; insurers file them with the Texas Department of Insurance (TDI). TDI describes a filing's percent change as the estimated impact on existing policyholders, a "pending" filing as one TDI is still reviewing and a closed filing with the closed type "Reviewed" as one TDI reviewed and closed 3. That is TDI's wording, not an approval.

Infinity County Mutual Insurance Company usually files in pairs under the product name "Infinity Personal Auto Programs." These are its personal auto filings since 2022 with a nonzero change, newest first, plus the two newest filings 2:

Each filing has its own SERFF tracking number; the March 2026 pair is NFNT-134880014 (4.2%) and NFNT-134880157 (2.5%) 2. On October 31, 2023 the company also made two 0.0% filings under the same product name, with a January 6, 2024 renewal date 2. TDI's data does not say which customers each filing covers. A Texas Infinity customer who renewed through the 2022 and 2023 filings may have seen several increases stack up. TDI says a 0% change means only rules or other items that do not affect the premium changed, or that the overall effect on policyholders is zero 3.

Why Kemper raised its auto rates

Kemper's annual reports give its explanation for the business as a whole. In 2022, its specialty personal auto line incurred losses and claim expenses equal to 90.3% of earned premiums, before other costs, and its specialty insurance segment reported an adjusted net operating loss of $147.4 million 8. Kemper said claim severity rose with inflation and supply chain constraints, and that it raised rates and cut back new business to improve profitability 8. In 2023 the auto loss ratio improved to 87.4%, which the company attributed to higher average earned premiums from rate increases and fewer claims 8.

Rate increases continued. Kemper says higher average earned premiums per exposure "resulting from rate increases" drove its personal auto premium growth in 2025, with average earned premium per exposure up 10.1%, while higher claim severity and frequency, mainly on bodily injury and property damage coverages, pushed its underlying auto loss ratio to 77.2% from 69.6% 4. In the first half of 2026 that ratio rose to 85.9% from 71.2% a year earlier, which Kemper attributes to higher claim severity and frequency, primarily on bodily injury coverages in California, and to a Florida refund 9.

Florida is moving the other way. Kemper says it has had lower personal auto loss costs in Florida since the state's 2023 insurance reform, and that it concluded its Florida personal auto profit for the three years through 2025 will probably exceed the limit in a Florida statute 4. It recorded a $35.0 million reduction to earned premiums in late 2025 and says the statute requires the excess to be returned to policyholders active as of December 31, 2025, with credits expected in 2026 4.

Why your own Kemper or Infinity bill may still have gone up

  • A different company or program. Kemper sells through several companies and programs, each with its own filings 2 5.
  • Your record changed. A new at-fault accident, claim or ticket can add a surcharge. See how tickets and accidents affect car insurance.
  • Your vehicle or drivers changed. Adding a car or driver can raise the bill.
  • You moved. Rates vary by ZIP code.
  • A discount ended. See why discounts disappear at renewal.
  • Timing. A rate change reaches each policy only at its first renewal on or after the effective date.

What to do next

  1. Find the insurer's name on your declarations page: Infinity Insurance Company, Infinity County Mutual Insurance Company, Alliance United Insurance Company, American Access Casualty Company or another Kemper company.
  2. Compare the renewal with last term line by line. Our guide to reading a renewal notice shows where to look.
  3. Ask your agent what changed: drivers, vehicles, coverages, discounts or the program.

  6. Contact your state insurance department with questions about how your policy was rated.
